The Okrug Governor’s press-service informs:

Governor of Ugra Natalia Komarova appointed Director of the Culture Department of the Khanty-Mansiysk Autonomous Okrug-Ugra. Alexander Karmazin was appointed on July 12.  For the last four years he worked as Managing Director of the Regional Office of Russia’s Foundation of Social Insurance in the Khanty-Mansiysk Autonomous Okrug-Ugra.

The telephone reassurance service is still working at the Ugra Administration to   bring  to light the facts of corruption.

Since the telephone reassurance service was launched, 11 messages were received. They mainly concerned corruption facts in the sphere of healthcare, abuse of official position by civil  servants of municipal and commercial institutions, local authorities, labor legislation violation  and also nonfeasance of employees of control - superviser and law-enforcement bodies.

Most of the claims were sent to the Division of Internal Affairs and Prosecutor’s office of the Autonomous Okrug, Healthcare Department. In accordance with results of 7 finished inspections the facts of corruption, stated in claims, were not confirmed.

Governor of Ugra Natalia Komarova confirmed the Regulations on the Representative Office of the Khanty-Mansiysk Autonomous Okrug - Ugra at the Government of the Russian Federation and constituent entities of the RF.

The interaction with the Administration of the Russian Federation Government, State Duma and Council of Federation of the RF Federal Assembly – key functions of the Moscow Representative Office which became successor of all prior and re-organized representative offices of Ugra in Saint Petersburg, Yekaterinburg and Tyumen.

The Moscow Representative Office at the RF Government will be headed by Director-Deputy Governor of the Autonomous Okrug. On July 2 FanuzaArslanova was appointed to this position.

Besides, in accordance with the new structure,  the positions of directors of the representative offices of the Autonomous Okrug in constituent entities of the RF ill be cancelled. Now they will be deputy director – head of the division of representative offices. The appointment and dismissal   from these positions  are in the competence of the region’s head.

Subdivisions of the Autonomous Okrug representative office in Saint Petersburg, Yekaterinburg and Tyumen are aimed at providing interaction with offices of the plenipotentiary representatives of the RF President in the Urals and North-West Federal Districts, public authorities of the RF constituent entities and also NGO and other organizations of the regions.

The activities of the Autonomous Okrug representative office and its subdivisions will be financed from the regional budget. At present estimate of expenditures and distribution of budgetary allocations for the second half of 2010 and 2011 are made.

The Okrug Governor’s press-service informs:

Ugra will become one of five pilot regions on the implementation of the “United Russia Party” new project “Kindergartens – for children”.

The project has a status of the All-Russia projects and is planned until 2020. The program starts today in five pilot regions: Tyumen, Tambov, Ryazan Regions, Krasnoyarsk Krai and Khanty-Mansiysk Autonomous Okrug.

Governor of Ugra Natalia Komarova said that the Okrug considers all available initiatives for the liquidation of turns to pre—school institutions. “To solve problems of deficit of places in kindergartens is an important social task and at the same time is an opportunity to release several scores of women for the regional economy. Such opportunities are of current interest, first of all, for young families”, - said the head of the region.

According to the information of the  Central Executive Committee of the United Russia Party, the program has a complex approach to the solution of this problem. In the frames of the project implementation it is planned to make amendments to the acting legislation regarding the development of private and family kindergartens system. So, pre-schools institutions will exist in two forms: which do not need in licensing of their activities and provide services only in care and leisure of children, and kindergartens which need in licensing and provide a compulsory range of educational services, Relevant educational and medical and sanitarian norms and standards will be stated for all forms of private pre-school institutions.

In the constituent entities of the Russian Federation the analysis of the existing deficit of pre-school institutions is expected to be made as well as to find premises which are not used purposefully  and which are available for the reconstruction into kindergartens.

Besides, the contest to find teachers who use advanced methods in teaching and bringing up children is expected to be held.

The project “Kindergartens – for children” is aimed at making pre-schools institutions available for children, rendering legislative support to new forms of entrepreneurship in the sphere of bringing up and education, and also at providing new jobs.
