The Okrug Governor’s
press-service informs:
Governor of Ugra Natalia
Komarova and Director of the Center of Public and Private Partnerships
of the Vnesheconombank Alexander Bazhenov signed the Protocol on
Interaction.
The joint activities will be
aimed at development of the public and private partnerships in the
Autonomous Okrug. Natalia Komarova said that in Ugra several
large-scale programs on the modernization of housing and communal
services, energy-saving, increase of energy efficiency, processing of
raw materials and wastes are under development in Ugra. The program
“New school of Ugra” has been adopted already and one of its
implementation mechanisms is attraction of off-budget sources of
financing. “The systematic use of public-private partnerships as a
tool of attracting funds will give more opportunities to the Okrugto
develop infrastructure today and to implement programs which are in
great demand of Ugra people”, - emphasized Natalia Komarova. The First
Vice Governor Alexander Kim said about several avenues for cooperation
– attraction of extra investments for the rapid construction of
kindergartens and development of the timber complex.
In accordance with the results
of the meeting Governor gave a task to the Government to accomplish
the procedure of the coordination of the law draft “On the
Participation of the Khanty-Mansiysk Autonomous Okrug - Ugra in public
and private partnerships” within the near month. This draft law will
give an opportunity to develop the public and private partnerships
more effectively within the Okrug and on the level of the
municipalities. “The legislative statement of principles and
mechanisms of this activity will bring a new level of interrelations
and responsibility increase efficiency of joint work”, - emphasized
Natalia Komarova.
Alexander Bazhenov informed that
some Russian regions are possessed of the experience of adopting
analogous laws: “At present the Center of Public and Private
Partnerships does project activities in 18 constituent entities of the
RF where there have been adopted relevant laws about their
participation in public and private partnerships. In 16 regions such
draft laws are being prepared and organizational structures are being
formed”.

Mechanisms of attracting
off-budget sources for the construction of pre-school educational
facilities were discussed today at the Ugra Government.
First Vice Governors Alexander
Kim and Ilya Petrov had a meeting with Director of the Center of
Public and Private Partnerships of the State Corporation “Bank of
Development and Foreign Economic Activities”Alexander Bazhenov.
Alexander Kim said that the
joint efforts of the Regional Government and Center of Public and
Private Partnerships of the Vnesheconombank on the first stage would
be aimed at the regional program “New School of Ugra”. By 2014 in the
Okrug in compliance with the program 72 kindergartens and 40 schools
are expected to be built and 11 kindergartens and 7 schools are
expected to be reconstructed. Besides the budgetary funds, the funds
from off-budget sourcesare expected to be attracted additionally for
these purposes.
While the meeting the
interlocutors discussed mechanisms of cooperation on each stage of the
work, issues of the legislation development, control of quality of
erected facilities and their putting into operation.
At the end of the meeting
Alexander Kim emphasized the necessity of starting the formation of
the working plan in the shortest possible time which will make it
possible to concretize the activities and speed up the beginning of
the project practical implementation.
